Q1. Two parallel run schemes of the Government, viz the Adhaar Card and NPR, one as voluntary and the other as compulsory, have led to debates at national levels and also litigations. On merits, discuss whether or not both schemes need run concurrently. Analyse the potential of the schemes to achieve developmental benefits and equitable growth.

    Aadhar and NPR are two schemes which are in Political discourses lately. Aadhar is 12 digit number linked with biometric data of citizens and NPR is about identifying the citizens and illegal migrants in Assam state which has been witnessing illegal Bangladeshi migrants Problem.

    Running concurrently- It should be noted that both schemes complement each other. Aadhar’s biometric data and NPR census data could help in identifying illegal migrants through cross checking mechanism. Allotting Aadhar to NPR eligible citizen will help in better record management and will check allotment of Aadhar to illegible Person. Any future illegal migration could be checked with the help of these two schemes.

    Potential of these schemes-
    1. It will help in managing Political crisis of north east states which is always charged up due to illegal Bangladeshi Population
    2. It will ease the Pressure on state exchequer as illegal migrants would be identified and they will not enjoy the benefits not meant for them.
    3. Schemes will help in better targeting of govt. schemes
    4. DBT will be done in a better way, it will check leakages of fund, rationalization of subsidies.
    5. Population Pressure will be eased to some extent
    6. Pressure on resources will too be eased to some extent
    7. Schemes will check crimes like theft, robbery, drug Peddling, crime against women etc
    8. Private companies too can offer tailor made Product to an individual, health sector could be digitized and help in solving medical Professional crisis.
    9. Surveys and statistics required for Policy making could be available readily, thus they will help in faster and better Policy making and implementation
    10. they will aid other future Policies and Programmes
