Q1. Some recent developments such as introduction of RTI Act, media and judicial activism, etc. are proving helpful in bringing about greater transparency and accountability in the functioning of the government. However, it is also being observed that at times the mechanisms are misused. Another negative effect is that the officers are now afraid to take prompt decisions. Analyse the situation in detail and suggest how the dichotomy can be resolved. Suggest how these negative impacts can be minimised. [10marks/2015/GS-4] 150 words.

    1.RTI Act can be misused to ask irrelevant and intrusive questions which has disruptive effect on the functioning of government departments.
    2.Officers are afraid to take prompt decisions because of the fear of loopholes in the working of government getting exposed.
    3.Media can be misused to spread rumours and false news over a huge audience, which is precarious because media defines how we perceive the world around us.
    4.Judicial activism can be misused to disregard the separation of powers under the Constitution, as the judiciary assumes a general supervisory function over the different branches of governments.

    Suggestions to resolve the dichotomy and to minimise these negative impacts
    1.RTI Act should be amended to put a limit on the number of RTIs a person can file before the same PIO in a month and to punish those who misuse it for blackmailing.
    2.An independent department can review and investigate, judicial verdicts on an annual basis to monitor judicial activism.
    3.Information drives can be conducted to inform the people of the growing vulnerabilities of media misinformation.
