Q1. “Success of ‘Make in India’ programme depends on the success of ‘Skill India’ programme and radical labour reforms.” Discuss with logical arguments. [12.5marks/2015/GS-3] 200 words.

    Success of Make in India depends on Success of ‘Skill India’ programme because:
    1.The Economic Survey has identified registered manufacturing (formal sector) as skill intensive, which is not in line with the India’s comparative advantage in unskilled labour.
    2.The registered manufacturing should be expanded to take leverage of India’s abundant unskilled labour.
    3.Also certain subsectors of services – financial services and business services, exhibit higher productivity levels than registered manufacturing. But these sectors being highly skill intensive, are out of line with the skill profile of the Indian labour force.

    Success of Make in India depends on Radical Labour Reforms because:
    1.Chapter VB of the Industrial Disputes Act required all establishments employing 300 workers to obtain prior permission of the appropriate government or designated authority before resorting to any layoffs, retrenchment or closure. But an amendment reduced the number to 100 workers, thereby making the provision even more restrictive.
    2.Section 9A of the Industrial Disputes Act mandates every employer wishing to make any change in the conditions of service to notify workmen of the proposed change and prohibits the employer from giving effect to the change before the expiry of 21 days from such a notice.
